Financial Monitoring Unit (FMU), an independent entity under the Federal Government, requires the services of qualified, motivated and self-starter individuals to strengthen its human resource base. Currently, applications are invited for the following Karachi based positions from the candidates who possess the necessary exposure and skills in the stated areas:
1. Legal Expert (OG-4): 02 Positions
The incumbent will be responsible to:
- Evaluate the ongoing AML/CFT laws, regulations in place and FMU/Country’s position in respect of international legal commitments and requirements.
- Provide legal input on ongoing AML/CFT issues and alternate courses of action as well as support other stakeholders in identifying legal solutions / options in the AML/CFT domain and related proposals/recommendations for revision / amendments of legal provisions.
- Assist in the matters relevant to AML/CFT international standards / conventions / treaties and to suggest legal remedies to comply with such standards / conventions / treaties and to draft / revise rules, regulations, agreements, MOUs, and AML/CFT laws.
- Render legal opinion in matters relating to Suspicious Transaction Reports (STRs) & Currency Transaction Reports (CTRs) and assist in meeting the legal requirements while disseminating information to Investigating Agencies and actions to be taken on receipt of references from law enforcement agencies, courts and other domestic / international stakeholders requiring legal interpretation and follow-up actions.
- Render legal opinion in HR and other matters of FMU.
Eligibility Criteria
Education: Law graduate from an HEC recognized local or foreign university. Candidate having higher qualification would be preferred.
Experience: Practical / applied experience of at least 5 – 7 years preferably in the areas of financial / criminal / service / International laws.
Age: Maximum 40 years. Relaxation may be allowed in case of highly qualified and more experienced candidates.
Domicile: Punjab (1); Khyber Pakhtunkhwa (1)
Salary: Negotiable lump-sum salary in the scale of PKR50,000 – 150,000.
Experience: Practical / applied experience of at least 5 – 7 years preferably in the areas of financial / criminal / service / International laws.

2. Assistant Director (OG-2): 04 Positions
The incumbent will be responsible to:
- Analyze Suspicious Transaction Reports (STRs), Currency Transaction Reports (CTRs) and other financial intelligence data received from financial institutions and other reporting entities.
- Disseminated STRs/CTRs, wherever required, to investigating agencies or regulatory bodies for suggested actions.
- Carry out study of emerging trends and typologies concerning cases of money laundering & terrorist financing both inside and outside Pakistan and prepare reports.
- Ensure STRs/CTRs and related information & updates are securely maintained as per requirements of FMU
- Maintain statistics as per requirements of FMU.
- Compile periodic reports on the basis of input received from various stakeholders for the consumption of domestic and international stakeholders.
- Assist in preparation of country’s responses for international bodies like FATF, APG, Egmont, etc.
- Provide feed-back and guidance to the financial institutions and other reporting entities.
- Assist in Coordination with various reporting entities, law enforcement agencies, regulatory bodies, Government departments, national / international stakeholders, etc.
- Assist in formulation of various policies, rules, regulations, reports, etc.

3. Assistant Director (Finance & Administration) (OG-2): 01 Position
The incumbent will be responsible to:
- Coordinate with the Ministry of Finance regarding preparation, release, consolidation and reconciliation of Annual / Quarterly Budget of FMU.
- Coordinate and reconcile with AGPR and NBP regarding payments to officers, staff, vendors, etc. through Assignment Account.
- Liaise with the Government Auditors during and after Audit of affairs of FMU.
- Preparation of cheques according to guidelines issued by the AGPR from time to time.
- Preparation of various accounts / budget statements for submission to the AGPR and MoF.
- Maintenance of Personal Files of officers and staff.
- Maintenance of office decorum, attendance, leave record, and related administrative matters.
- Various Procurements in accordance with the PPRA Rules, 2004.
Eligibility Criteria
Education: Post
Graduate degree or equivalent in Business Administration / Commerce /
Accounting / Finance or related field from a HEC recognized institution
OR ICMA (Finalist) / CA (Finalist) from a recognized professional
Accounting body.
Experience: At least 2 – 3 years of experience in the above stated areas with a reputed Government / Private organization with strong computer skills.

assist the Analysts in STR / CTR record keeping and information

5. Junior Officer (IT) (OG-1): 02 Positions
The incumbent will be responsible to:
- Provide Oracle/SQL Server database and Apex/JAVA/VB application support to the end user.
- Provide Network Support to the end users.
- Undertake server maintenance, backup/restore and UAT exercises.
- Undertake data entry operations into FMU database using APEX application.
- Provide basic PC, Printer related support
- Perform any other assignment

Application Procedure
Written Test
The candidates meeting the above
eligibility criteria are required to register themselves with National
Testing Service (NTS) for appearing in the written test.
Registration with NTS
Interested eligible candidates shall register themselves with NTS as per following procedure:-
- Application form and deposit slip is available at NTS website .
- Click “On Line Registration Form”. Read the instructions carefully and register yourself by creating “New User” and fill the on line registration form.
- Take printout of the form along with fee deposit slip.
- Deposit test fee of Rs.800/- through deposit slip at any online branch of HBL, MCB, UBL or ABL.
- Send application form along with original NTS copy of deposit slip, CNIC, Domicile Certificate and 3 passport size photographs to “NTS Headquarters, 96, St # 4, Sector H-8/1, Islamabad” not later than 13th April 2015.
- NTS/FMU will not be responsible for late receipt of applications sent through post. Applications submitted in person will not be entertained. Applications sent directly to FMU in contravention of the prescribed procedure will not be entertained.
- The candidates will be sent their admit cards by NTS at their postal addresses to appear for the purpose of written test to be held on Sunday 3rd May, 2015 in the major cities of country.
- NTS will upload the result at its website as well as send the marks sheets to the candidates after announcement of result.
Selection Procedure
The candidates who qualify the
written test conducted by NTS shall be eligible to subsequently apply
for the respective post at FMU. The candidates short listed on the basis
of merit of written test and available number of vacancies will be
invited for further evaluation including Interview before a Selection
Committee at FMU. Successful candidates will be selected in order of
merit subject to the observance of quota as prescribed by the Government
of Pakistan.

- After announcement of written test result by NTS, the eligible candidates who qualify NTS test may apply for the respective position at FMU. The application form will be available at the FMU’s website or can be obtained from FMU’s offices. Duly filled in application form along with result sheet issued by NTS, attested copies of all educational documents, experience certificates, CNIC, domicile and 3 passport size photographs MUST reach the following address latest by 1st June 2015.
- Applicants must indicate in their CVs the place of Domicile and whether they have a criminal record, were found guilty of misconduct or have pending criminal or misconduct charges. The applicants may be subjected to security clearance.
- Please clearly mark envelop for the “Position applied for”. Only short listed candidates will be contacted.
- No TA/DA shall be admissible for appearing in the Test/Interview.
- All appointments shall be made in compliance with prescribed regional/provincial quota requirements.
- Relaxation in age is admissible in accordance with the policy announced by the Federal Government.
- Other perks / perquisites and terminal benefits, etc. shall be applicable as and when approved by the competent authority.
