Financial Monitoring Unit (FMU) offers Excellent Career Opportunities Through NTS Pakistan

Financial Monitoring Unit (FMU), an independent entity under the Federal Government, requires the services of qualified, motivated and self-starter individuals to strengthen its human resource base. Currently, applications are invited for the following Karachi based positions from the candidates who possess the necessary exposure and skills in the stated areas:
1. Legal Expert (OG-4): 02 Positions
The incumbent will be responsible to:
  • Evaluate the ongoing AML/CFT laws, regulations in place and FMU/Country’s position in respect of international legal commitments and requirements.
  • Provide legal input on ongoing AML/CFT issues and alternate courses of action as well as support other stakeholders in identifying legal solutions / options in the AML/CFT domain and related proposals/recommendations for revision / amendments of legal provisions.
  • Assist in the matters relevant to AML/CFT international standards / conventions / treaties and to suggest legal remedies to comply with such standards / conventions / treaties and to draft / revise rules, regulations, agreements, MOUs, and AML/CFT laws.
  • Render legal opinion in matters relating to Suspicious Transaction Reports (STRs) & Currency Transaction Reports (CTRs) and assist in meeting the legal requirements while disseminating information to Investigating Agencies and actions to be taken on receipt of references from law enforcement agencies, courts and other domestic / international stakeholders requiring legal interpretation and follow-up actions.
  • Render legal opinion in HR and other matters of FMU.
Eligibility Criteria
Education: Law graduate from an HEC recognized local or foreign university. Candidate having higher qualification would be preferred.
Experience:  Practical / applied experience of at least 5 – 7 years preferably in the areas of financial / criminal / service / International laws.
Age: Maximum 40 years. Relaxation may be allowed in case of highly qualified and more experienced candidates.
Domicile: Punjab (1); Khyber Pakhtunkhwa (1)
Salary: Negotiable lump-sum salary in the scale of PKR50,000 – 150,000.
2. Assistant Director (OG-2): 04 Positions
The incumbent will be responsible to:
  • Analyze Suspicious Transaction Reports (STRs), Currency Transaction Reports (CTRs) and other financial intelligence data received from financial institutions and other reporting entities.
  • Disseminated STRs/CTRs, wherever required, to investigating agencies or regulatory bodies for suggested actions.
  • Carry out study of emerging trends and typologies concerning cases of money laundering & terrorist financing both inside and outside Pakistan and prepare reports.
  • Ensure STRs/CTRs and related information & updates are securely maintained as per requirements of FMU
  • Maintain statistics as per requirements of FMU.
  • Compile periodic reports on the basis of input received from various stakeholders for the consumption of domestic and international stakeholders.
  • Assist in preparation of country’s responses for international bodies like FATF, APG, Egmont, etc.
  • Provide feed-back and guidance to the financial institutions and other reporting entities.
  • Assist in Coordination with various reporting entities, law enforcement agencies, regulatory bodies, Government departments, national / international stakeholders, etc.
  • Assist in formulation of various policies, rules, regulations, reports, etc.
Eligibility Criteria
Education: Post Graduate degree or equivalent in Business Administration / Commerce / Accounting / Economics/ Finance or related field from a HEC recognized institution.
Experience: At least 2 – 3 years of experience in banking or financial institution with strong analytical and report writing skills.
Age: Maximum 31 years. Relaxation may be allowed in case of highly qualified and more experienced candidates.
Domicile: Punjab (3); Khyber Pakhtunkhwa (1)
Salary: Negotiable lump-sum salary in the scale of PKR28,000 – 90,000.
3. Assistant Director (Finance & Administration) (OG-2): 01 Position
The incumbent will be responsible to:
  • Coordinate with the Ministry of Finance regarding preparation, release, consolidation and reconciliation of Annual / Quarterly Budget of FMU.
  • Coordinate and reconcile with AGPR and NBP regarding payments to officers, staff, vendors, etc. through Assignment Account.
  • Liaise with the Government Auditors during and after Audit of affairs of FMU.
  • Preparation of cheques according to guidelines issued by the AGPR from time to time.
  • Preparation of various accounts / budget statements for submission to the AGPR and MoF.
  • Maintenance of Personal Files of officers and staff.
  • Maintenance of office decorum, attendance, leave record, and related administrative matters.
  • Various Procurements in accordance with the PPRA Rules, 2004.
Eligibility Criteria
Education: Post Graduate degree or equivalent in Business Administration / Commerce / Accounting / Finance or related field from a HEC recognized institution OR ICMA (Finalist) / CA (Finalist) from a recognized professional Accounting body.
Experience: At least 2 – 3 years of experience in the above stated areas with a reputed Government / Private organization with strong computer skills.
Age: Maximum 31 years. Relaxation may be allowed in case of highly qualified and more experienced candidates.
Domicile: Merit (1)
Salary: Negotiable lump-sum salary in the scale of PKR28,000 – 90,000.
4. Junior Officer (OG-1): 04 Positions
The incumbent will be responsible to assist the Analysts in STR / CTR record keeping and information gathering from reporting entities and other stakeholders.
Eligibility Criteria
Education: First Class Bachelors in Business Administration / Commerce / Accounting or equivalent qualification from HEC recognized institution.
Experience: 1-3 years experience in the related fields would be preferred.
Age: Maximum 30 years.
Domicile: Punjab (3); Sindh Urban (1)
Salary: Negotiable lump-sum salary in the scale of PKR17,300 – 75,350.
5. Junior Officer (IT) (OG-1): 02 Positions
The incumbent will be responsible to:
  • Provide Oracle/SQL Server database and Apex/JAVA/VB application support to the end user.
  • Provide Network Support to the end users.
  • Undertake server maintenance, backup/restore and UAT exercises.
  • Undertake data entry operations into FMU database using APEX application.
  • Provide basic PC, Printer related support
  • Perform any other assignment
Eligibility Criteria
Education: First Class Bachelors in Computer Sciences/Information Technology or computer System/Engineering or equivalent qualification from HEC recognized institution.
Experience: 1-3 years experience in the related fields would be preferred.
Age: Maximum 30 years.
Domicile: Sindh Rural (1); Khyber Pakhtunkhwa (1)
Salary: Negotiable lump-sum salary in the scale of PKR17,300 – 75,350.
Other Essential Competencies
In addition, positions (1 to 3) require superior skills in computer operations, verbal & written communication, coordination, planning & organizing, leadership and ability to thrive in a fast-paced dynamic environment. The incumbents are required to have highest level of professional integrity and ability to work under pressure.

The candidates meeting the above eligibility criteria are required to register themselves with National Testing Service (NTS) for appearing in the written test.
Registration with NTS
Interested eligible candidates shall register themselves with NTS as per following procedure:-
  • Application form and deposit slip is available at NTS website .
  • Click “On Line Registration Form”. Read the instructions carefully and register yourself by creating “New User” and fill the on line registration form.
  • Take printout of the form along with fee deposit slip.
  • Deposit test fee of Rs.800/- through deposit slip at any online branch of HBL, MCB, UBL or ABL.
  • Send application form along with original NTS copy of deposit slip, CNIC, Domicile Certificate and 3 passport size photographs to “NTS Headquarters, 96, St # 4, Sector H-8/1, Islamabad” not later than 13th April 2015.
  • NTS/FMU will not be responsible for late receipt of applications sent through post. Applications submitted in person will not be entertained. Applications sent directly to FMU in contravention of the prescribed procedure will not be entertained.
  • The candidates will be sent their admit cards by NTS at their postal addresses to appear for the purpose of written test to be held on Sunday 3rd May, 2015 in the major cities of country.
  • NTS will upload the result at its website as well as send the marks sheets to the candidates after announcement of result.
Selection Procedure
The candidates who qualify the written test conducted by NTS shall be eligible to subsequently apply for the respective post at FMU. The candidates short listed on the basis of merit of written test and available number of vacancies will be invited for further evaluation including Interview before a Selection Committee at FMU. Successful candidates will be selected in order of merit subject to the observance of quota as prescribed by the Government of Pakistan.
Application Procedure
  • After announcement of written test result by NTS, the eligible candidates who qualify NTS test may apply for the respective position at FMU. The application form will be available at the FMU’s website or can be obtained from FMU’s offices. Duly filled in application form along with result sheet issued by NTS, attested copies of all educational documents, experience certificates, CNIC, domicile and 3 passport size photographs MUST reach the following address latest by 1st June 2015.
  • Applicants must indicate in their CVs the place of Domicile and whether they have a criminal record, were found guilty of misconduct or have pending criminal or misconduct charges. The applicants may be subjected to security clearance.
  • Please clearly mark envelop for the “Position applied for”. Only short listed candidates will be contacted.
  • No TA/DA shall be admissible for appearing in the Test/Interview.
  • All appointments shall be made in compliance with prescribed regional/provincial quota requirements.
  • Relaxation in age is admissible in accordance with the policy announced by the Federal Government.
  • Other perks / perquisites and terminal benefits, etc. shall be applicable as and when approved by the competent authority.
  • The candidates who are currently employed with Federal/Provincial/Semi-Government/Autonomous Bodies should send their applications through proper channel.

A fully-funded, three-year PhD studentship at the Angus McIntosh Centre for Historical Linguistics is available to a student starting in September 2015 (or very shortly thereafter). The award provides for full tuition fees (UK, EU or Overseas), and an annual stipend of £14,000 for three years.
The successful applicant’s primary research focus is expected to be on any aspect of historical linguistics that is within the expertise of the staff of Linguistics and English Language at Edinburgh.

Eligibility

The successful applicant will have a very good undergraduate degree in a relevant discipline and will ideally have, or will be studying for, a Masters Degree (or equivalent).
Applicants must be intending to commence a PhD programme of study in autumn 2015. Existing doctoral researchers (ie. those in their 1st or 2nd year of doctoral study) are not eligible for this award. International applicants are welcome to apply for this studentship.

CFA Program Access Scholarships provide financial support to those who may be unable to afford the full price for program enrollment and exam registration.
In collaboration with our member societies around the world, 3,000 Access Scholarships will be awarded to applicants for the 2016 exams.

Award

The scholarship covers the one-time CFA Program enrollment fee (if applicable) and reduces the exam registration fee (includes access to the curriculum eBook) to US$250.*

Eligibility

Applicants must meet all CFA Program enrollment requirements.
To enroll in the CFA Program and register for your first exam, you must have:
  • An international travel passport (read the ID policy) and
  • One of the following:
    • Undergraduate education: A bachelor’s (or equivalent) degree or be in the final year of your bachelor’s degree program (you will be required to update your education information before you can register for the Level II exam), or
    • Work experience: Four years of professional work experience (does not have to be investment related), or
    • A combination of professional work experience and education that totals at least four years (part-time positions do not qualify, and the four-year total must be accrued prior to enrollment).

    Access Scholarships are awarded on or before 1 December, to be applied to exams in the following year. Access Scholarship recipients may apply the award to the

    You must wait until scholarship notifications occur in December 2015 before you register for the 2016 June exam, or you will be ineligible for the scholarship and your application will be voided. Because scholarship notifications occur after the early exam registration deadline has passed, CFA Institute offers a US$150 credit to those applicants who do not receive an Access Scholarship but who still wish to register for the June 2016 exam. The credit is applied during the June exam registration payment and checkout process.**
    • After you submit your scholarship application, you cannot make changes.

NEF Foundation Offers Research Grant Programme for Asia-Pacific Region

The Research Grant Programme financially supports academic and scientific research that will deepen knowledge of the nature conservation in developing countries in the Asia-Pacific region. With the aim of strengthening research capacity of young researchers in that region, grants are available only for individual researchers, but not for groups/teams, to enhance their skills, knowledge, and experience through their own research work.

Programme Outline

1. Grant size and duration

The maximum grant size in this programme is 500,000 Japanese yen per project for a maximum duration of two year.

2. Eligibility requirements

2-1. An applicant must:

  • be a national of developing country in the Asia-Pacific region;
  • be a researcher/scientist, who works full-time or is enrolled in a doctoral course, conducting research at a research institution or relevant organisation in his/her home country (those who work and/or study abroad are ineligible.);
  • have sufficient experience and skills in conducting and managing the proposed research;
  • be able to communicate in English;
  • not have another application to the NEF; AND
  • not have another on-going research or publication project funded by the NEF at the time of application submission.

2-2. A proposed research project must:

  • be scientific research contributing to the nature conservation of the applicant’s country;
  • be carried out in the applicant’s country;
  • involve fieldwork for collecting data;
  • be applicant’s own research work (team projects are ineligible.);
  • achieve its objective(s) and submit reports within one to two years as scheduled; AND
  • be exclusively funded by the NEF Research Grant Programme, or co-funded with the applicant’s institution.

3. Target countries and regions:

The target countries in the Asia-Pacific region include: Bangladesh, Bhutan, Cambodia, Fiji, Indonesia, Kiribati, Lao PDR, Malaysia, Maldives, Marshall Islands, Micronesia, Mongolia, Myanmar, Nauru, Nepal, Palau, Papua New Guinea, the Philippines, Samoa, Solomon Islands, Sri Lanka, Thailand, Timor-Leste, Tonga, Tuvalu, Vanuatu, and Vietnam.

4. Eligible and ineligible expenses

4-1. Eligible expenses

  • expendables necessary for field survey and analysis (e.g., sampling gear, regent, etc.);
  • local travel expenses for fieldtrip (e.g., accommodation, food, transportation, etc.);
  • reference materials (e.g., article, book, etc.);
  • limited wages and labour costs necessary for proposed research; and
  • other expenses only when the NEF Secretariat approved.

4-2. Ineligible expenses

  • salaries and tuition paid to applicants, assistants, and other people to be involved in research;
  • renovation and installation of institution’s facilities (e.g., rearing, cultivation facilities, etc.);
  • equipment available through applicant’s institution (e.g., personal computer, computer software/accessory, analytical equipment, microscope, projector, printer, GPS, digital camera, vehicle, motorbike, etc.) Exception might be made only when the NEF Secretariat approve the importance of purchase of brand new equipment;
  • honoraria, consultation fees, and travel expenses paid to advisors and experts;
  • participation fees to attend national and international workshops, conferences, and trainings;
  • international travel expenses;
  • expenses necessary for disseminating research results/findings;
  • manuscript preparation and publication;
  • expenses for the past activities already done;
  • general administrative expenses and overheads; etc.

5. Obligations of grant recipient

If granted, recipients should:
  • be responsible for individuals and organisations/institutions to which the recipient subcontracts for various parts of the research;
  • submit a progress report , with photographs taken and a detailed financial report, one year after its implementation of the approved research; and
  • submit a final report , with photographs taken and a detailed financial report, upon completion of the approved research.

6. Those who wish to continue their research with additional grant

Grant recipients may submit a renewal application to continue the funded research project in
subsequent year(s). Those recipients wishing renewal should follow the same application procedure above. The NEF Selection Committee evaluates progress/final reports and other items resulting from the funded research as well as renewal application. Please be sure that submission of renewal application does not guarantee additional grant funding.
Submission of such additional applications is acceptable after completion of the funded projects and up to one time.

1. What to submit

Applicants are required to submit: a completed application form and a recommendation letter. Instructions and application form are available at Forms & Guidelines.

2. Where to submit

All documents (a completed application form and a recommendation letter) should be submitted to the NEF Secretariat by e-mail (secretariat@nagaofoundation.or.jp) in MS Word or PDF or by fax (+81-3-6659-2272).
If e-mail access or fax is unavailable, hard copies can be mailed to:

3. Deadlines

Application deadlines for this year are twice a year: 20 April 2015 and 19 October 2015. All the documents must reach the NEF Secretariat before/by the deadline date for either April or October. Delayed submission of any required document will not be accepted.

4. Evaluation

The NEF Secretariat will check applications whether all the requirements mentioned above are fulfilled. Only those qualified applications will be examined twice a year by the NEF Selection Committee for final decision. Please note that your final grant amount may be the same as or lower than budget amount you requested based on selection results.
The following factors will be considered during the selection process:
  • relevance and importance to nature conservation;
  • originality and quality of proposed research;
  • feasibility of the research design/plan and schedule;
  • reasonableness of the budget;
  • applicant’s past achievements/experience in related research; and
  • recommender’s statement on the applicant and application.

5. Result notification and remittance

Evaluation result will be announced by two to three months after each deadline. If granted, the NEF Secretariat also informs the applicants the payment process.
